Tom was the man holding Trudy Bolt's Hand. Trudy did fall down screaming "TOOOM!" it then goes to show that he is the same man the slipped on his belly but was caught in a crowd of people hanging on for dear life. One of those people had been Trudy. He also may have been one of the corpses in the water. It's very likely his body wasn't recovered.
